MW Engineers assists rail contractors, operators, maintainers and project delivery organisations with specialist Tester in Charge (TIC) consulting, test planning and commissioning assurance.

Our consulting-first model is designed to complement the client's existing engineering and field capability. We provide senior technical knowledge, planning, review and oversight while the client retains responsibility for its project workforce and broader site delivery. Where additional TIC capacity is required, MW Engineers can also provide suitably qualified TIC resources for defined project roles.

MW Engineers does not position this service as the supply of complete field testing crews. Instead, we work alongside the organisations delivering the work, helping them strengthen governance, manage technical risk and prepare their teams for safe and efficient commissioning.

What TIC Consulting Provides

Planning and Preparation

MW Engineers can work with the project team during development of the testing strategy, identifying the required testing stages, interfaces, resources, competencies, documentation and assurance hold points. Early TIC involvement can expose gaps while there is still time to resolve them.

Readiness and Critical-Activity Support

Before commissioning, our consultants can review whether the approved design, installation status, test documentation, competent resources, access arrangements and contingency planning are sufficiently developed for the proposed activity.

Where the engagement requires it, MW Engineers can also provide targeted TIC attendance, senior technical advice or independent oversight for defined high-risk or complex activities. The precise role, authority, competency requirements and interfaces are agreed for each project.

Evidence and Close-Out

Following testing or commissioning, we can help review records, outstanding items, configuration evidence, handover documentation and lessons learned. This provides clients with a clearer and more defensible path from completed field activity to project acceptance and close-out.

A Partnership Model for Rail Delivery Companies

MW Engineers works with companies that already have capable engineering, installation or testing personnel but require additional senior expertise for a particular project, risk or stage of delivery.

Clients can engage us for a focused review, continuing technical advice, mentoring of developing personnel or broader TIC consulting across the project lifecycle. This gives delivery organisations access to experienced leadership without changing the ownership of their field delivery package.

Additional TIC Resources When Required

Because of MW Engineers' established position within the signalling industry, we can draw upon a wider network of experienced TIC personnel when a client requires additional capacity. This may be appropriate for concurrent work fronts, major possessions, specialist technical requirements, temporary workload peaks or projects requiring more than one TIC function.

These resources can be selected for the specific project and engaged through MW Engineers under our certified Quality, Health and Safety, and Environmental Management Systems. This provides a consistent framework for consultant engagement, competency verification, project onboarding, document control, safety management and delivery oversight.

ISO certification does not replace individual rail competency. Every TIC resource must still hold the qualifications, authorisations and network competencies applicable to the assigned role. The scope, authority, reporting arrangements and interfaces for each TIC appointment are agreed with the client before work commences.

Where a project requires additional disciplines, MW Engineers can draw upon experienced specialist subconsultants to form a project-specific team. The team can expand around critical activities and disperse when the assignment is complete, with MW Engineers providing a clear point of technical coordination.

Competency, Mentoring and Capability Development

TIC consulting can also support organisations developing their internal testing and commissioning capability. Our senior consultants can assist with:

Independent Verification and Assurance

TIC consulting and independent assurance are related but distinct services. Where independent verification or assurance is required, the scope, personnel and separation of duties must be established so the review remains objective and consistent with the applicable project and network requirements.
